The Town of Conway is seeking a Planning Director. The Director is the staff advisor to the Planning Board and Zoning Board of Adjustment. This requires attendance at all meetings of these Boards. Specific duties include developing, revising and implementing land use, transportation, capital facility, and other relevant plans; writing and revising regulations and ordinances; proposing ordinances that align with the Town’s Master plan, ensuring compliance of Town and use regulations with State and Federal codes; providing technical review of applications to the Planning Board, to include subdivisions/site plans and recommend appropriate actions to the Boards, and other advisory actions as may be advisory actions as may be appropriate. The Town Planner shall review all commercial and multi-family dwelling building permit applications to determine the appropriate required review in accordance with the Town’s Site Plan Regulation. Periodically recommend The ideal candidate will have a Bachelor’s Degree in Planning and at least two years of work experience in planning or a related field. American Institute of Certified Planners certification is strongly recommended. Job Description: The Town’s Planning Director is the Town's primary staff resource regarding planning, zoning, and land use.

 

Accountability: Reports to Town Manager

 

Duties and Responsibilities: Staff advisor to the Planning Board and Zoning Board of Adjustment. This requires attendance at all meetings of these Boards. Specific duties include developing, revising and implementing land use, transportation, capital facility, and other relevant plans; writing and revising regulations and ordinances; propose ordinances that are ensuring compliance of Town and use regulations with State and Federal codes; providing technical review of applications to the Planning Board, to include subdivisions/site plans and recommend appropriate actions to the Boards, and other advisory actions as may be advisory actions as may be appropriate. The Town Planner shall review all commercial and multi-family dwelling building permit applications to determine the appropriate required review in accordance with the Town’s Site Plan Regulation #123-4.

Coordinate Town activities related to planning, zoning, and land use among various departments, boards and committees.

Primary liaison for the Town between all governmental units (precincts, other local, regional planning commissions, State and Federal) regarding planning, zoning, and land use matters.

Act as primary informational resource for applicants and developers and deal with public during office hours and meetings as required.

Disseminate information regarding Town planning/zoning regulations, demographics, and related matters of the public. As appropriate, this shall include public relations functions with the public and media.

Review and Updates to assist the Planning Board with their Town’s Master plan and Capital Improvements Plan, recognizing impact of current trends and changing priorities and concerns.

Provide input to Town economic development activities, in particular, helping to ensure compatibility of economic development and planning/zoning policies. Serve as Town representative on the Mount Washington Valley Economic Council Board of Directors. 

Apply for and administer planning related grants.

Prepare and manage the Planning Department’s operating budget.

Perform the following zoning functions: sign off on planning/zoning issues, review and act on applications as delegated by the Planning Board or Board of Selectmen. Subdivision/Site Plan conditions and perform other planning/zoning activities as may necessary.

Acts as liaison and resource to the Town’s business community on the aforementioned issues.

Works closely with Town Engineer, Building Inspector and Code Compliance Officer.

Perform other duties as may be necessary or assigned.

Qualifications:

The Planning Director shall have a BA or BS in planning or a related field from an accredited college or university, and two or more years of planning experience preferred. Graduate degrees in planning or related fields are encouraged.

Shall have good working knowledge of modern methods and techniques associated with the application of local land use laws and regulations.

Shall have excellent written and verbal communications skills and shall have the ability to prepare concise technical reports. Experience in Master Plan Development and CIP preparation helpful.

Shall have basic graphics and/or drafting skills, sufficient to prepare report graphics and planning maps. Mapping experience in GIS/Arcview and Autocad helpful.

Shall be familiar with New Hampshire’s statutory system for land use planning and regulations. Experience in Site Plan review important with ability to read plans, do calculations, and prepare site costs.

Other Considerations and Requirements:

Work is performed with considerable independent judgement and discretion in the interpretation, application and enforcement of laws, rules, regulations and ordinances.

Work is reviewed through reports, discussion, and results achieved.

Must demonstrate a positive attitude and be a team player with high energy levels and the ability to respond to multiple tasks and projects.

Must be able to effectively work with a diverse and at times demanding elected Planning Board and be capable of a high volume of wok.
