This management and professional services position leads the Land for Maine’s Future Program team. The position evaluates existing policies, procedures, and guidelines and recommends improvements for Board approval. The position provides leadership in implementing the Protection Programs for Conservation and Recreation Land, Working Waterfront Access, and Working Forest and Working Farmland Access.

The position coordinates and facilitates Board proceedings and Board sub-committees, supervises four professional staff, oversees the work of contract attorneys, and oversees the administration of the agency’s Conservation Lands Registry. The Director confirms consistent interpretation and application of the Program’s statutes, rules, and policies and ensures LMF Fund expenditures and match requirements meet bond and statutory requirements. The position is responsible for program administration, including overseeing contracts, invoices, monitoring, and reporting on multiple financial accounts. The Director also determines when to engage Maine Department of Transportation contract attorneys vs. the Attorney General’s Office on interpreting and resolving legal issues. This position manages the development of technical guidelines, policies, and other materials for use by state staff, program applicants, and the Board.

MINIMUM QUALIFICATIONS: A Master’s degree or equivalent in environmental sciences, law, community planning and development, public administration, or a related field, plus 7-10 years of experience.  Equivalent related experience may be substituted for education on a year-for-year basis.
