About BACTS
Bangor Area Comprehensive Transportation System (BACTS) is a nonprofit Metropolitan Planning Organization (MPO) focusing on improving transportation in the greater Bangor region. The BACTS region includes 11 municipalities including Penobscot Indian Island. BACTS evaluates and programs transportation improvement projects throughout the region. BACTS also facilitates communication between its member communities, the regional transit agency and state and federal transportation agencies. Brief Job Description
The Planner is responsible for performing and assisting with a variety of project management and planning tasks in support of BACTS regional goals and priorities and at the direction of the Executive Director. The Planner will provide outreach assistance, develop, and maintain professional relationships as well as provide assistance to other staff members for various contracts, studies, or task forces. The Planner will also perform other duties and tasks as assigned by the Executive Director.
This position will assist with and provide support on the Maine Department of Transportation Rural Contract, focusing on transportation planning in Penobscot County. The position will be part of the development of critical MPO deliverables such as the Unified Planning Work Program and the Transportation Improvement Program. The Planner will be required to routinely interact with the public and a variety of stakeholders.
Work is performed under limited supervision. The successful candidate will know the principles, practices, industry standards, and objectives of regional planning.
Minimum Qualifications / Physical Requirements
A bachelor's degree in planning, GIS, engineering or related field, plus 1-3 years experience, and strong technical and analytical skills. Preference will be given to those with strong communication skills, working knowledge of GIS, as well as experience with local, state and federal transportation planning regulations and programs. Excellent organizational skills, problem solving, and facilitation skills are essential.
This job may require in field data collection to occur. Data collection typically takes place on roadways throughout the region and could have some physical requirements including the ability to drive to data collection sites with applicable equipment, must be able to move safely over uneven terrain, ability to lift up to 50 pounds, and must be able to see and respond to dangerous situations. Individuals must have a valid State of Maine driver’s license.

Starting salary for this position is $52,000 and increases depending on experience and qualifications. Compensation will be based on experience.
