The Department of Planning and Urban Development plans for the future vitality, livability, and prosperity of one of the most dynamic cities in the northeast. The Department’s work involves overseeing and directing all planning and urban development activities including: comprehensive planning, implementing and amending the City’s zoning and land use policies, site plan, subdivision, and historic preservation ordinances, design review, management of the City’s Public Art program, transportation planning, and other long range planning projects. 

We are seeking candidates for a planner position to conduct development review and to undertake planning initiatives for the sustained growth and vitality of Portland, Maine. This position is primarily focused on reviewing applications for new development proposals, but will also include the opportunity to contribute to the long-range planning and policy initiatives of the department related to zoning changes, housing policy, transportation, sustainability, and more. Tasks involve review of development projects for compliance with municipal regulations and design guidelines, including but not limited to zoning, site plan, subdivision and historic preservation ordinances. 

Required Skills & Experience - Graduation from a college or university with a bachelor’s degree in planning or other field appropriate to the area of planning assignment; or any equivalent combination of experience and training. Knowledge of the principles and practices of municipal planning and their application to the area of assignment. Demonstrable ability to read, interpret, and evaluate development plans including project site plans, market studies, subdivision plats, elevations, and floor plans, landscape plans, utility plans, stormwater plans, and etc. Knowledge of research methods and the ability to apply pertinent techniques to planning problems. The position also requires skills in project management, policy analysis, and community engagement. Excellent written and oral communication skills required.

Preferred Skills & Experience - Experience with GIS, graphic design, and other analytical software is a plus. Municipal planning experience and master’s degree in planning or closely related field or equivalent combination. 

Offers of employment are contingent upon the completion of a satisfactory background check. This is a Pro-Tech Union Position - Grade 8 with a pay range of $61,990.76 - $71,838.00 per year. Additionally, a 6% differential will be paid upon presentation to the City of certification from the American Institute of Certified Planners as a Certified Planner.
