Maine's Comprehensive Planning and Land Use Act adopted in 1988
brought an explicit, new dimension to municipal comprehensive plans –
prevent sprawl. To achieve that goal, comprehensive plans must direct
most of the anticipated growth to areas of town designated as “growth”
areas, and away from “rural” areas. This manual is intended to assist
municipalities with developing plans that establish policies and strategies to implement the goals of the Comprehensive Planning and Land Use Act.
